The accident happened on the eastbound side at mile marker 20.8 near near Lynnhaven Parkway, just before 8:30 a.m., the VDOT website says.
Photos at the scene show fire engines and emergency response vehicles.
Motorists can expect delays with the east center lane, right center lane, and right outside lane closed.
